On Saturday, Feb. 6 at 1:30 a.m., the city of Carlinville experienced a water emergency. City council members, including Blackburn's own Randy Ober, rushed together to find a way to fix the problem. With, Carlinville's mayor out of town, a vote took place to see who would be responsible for finding the reason to why the water had quit running. A unanimous decision was made to put Ober in charge. Around 4 a.m., Ober made his way to the city water plant to investigate. By this time, both of the town's water towers and the back-up system were completely drained. The problem with this was no one knew where the water had gone. During the next several days, Ober had volunteers checking to see if the break was in town or out.
